Administrative Update to the Vermont Yankee Technical Specification

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, Vermont Yankee Nuclear Power Corporation hereby proposes the following modification to Appendix A of the Operating License.

Proposed Change The proposed change involves administrative updates to the Vermont Yankee Technical Specification to provide alternative requirements should the Operations Supervisor not possess a Senior operator License for an interim period. The revision to Pages 190, 190a, 192, and 193 reflects the alternative requirements.

Reason and Basis for Change The reason and basis for change is that Vermont Yankee desires to fill the position of Operations Supervisor, for an interim period, with an individual who would not possess a Senior Operator license. This change would facilitate the transition process from replacing the current fully qualified Operations Supervisor with an individual who would otherwise be fully qualified except for the Senior Operator License. It would ultimately be our intent to license the new Operations Supervisor at the Senior Operator level. 8

This change has been reviewed by the Vermont Yankee Nuclear Safety Audit and Review Connittee (NSARC).

Significant Hazards Consideration The Commission has provided guidance concerning the application of the standards for determining whether a significant hazards consideration exists by providing certain examples (48FR14870]. The examples of actions involving no significant hazards include: (i) a purely administrative change to Technical Specifications, for example, a change to achieve consistency throughout the Technical Specifications, correction of an error, or a change in nomenclature.

Based on the above, we have concluded that this change does not constitute a significant hazards consideration, as defined in 50.92 (c), since this change is administrative in nature and merely augmenta existing Technical Specification requirements. This change is in full compliance with the current federal regulations.

Fee Determination In accordance with the provisions of 10CFR170.12, we are enclosing an application fee of $150.00.

Schedule of Change This proposed change will be incorporated into the Vermont Yankee Technical Specifications as soon as practicable upon receipt of your approval. We desire to make this change as soon as possible.
