PROJECT NO. 6335-VA NORTH ANNA HYDROELECTRIC PROJECT SPILLWAY EMERGENCY DIESEL GENERATOR START FAILURE Pursuant to the requirements of 18 CFR 12.10(a), Conditions Affecting the Safety of a Project, we are submitting this report of a condition which affects the Spillway Emergency Diesel Generator (SEDG) at the North Anna Main Dam.
On February 5,1996, at 0635 hours0.00735 days <br />0.176 hours <br />0.00105 weeks <br />2.416175e-4 months <br />, normal AC power to the main dam was lost due to severe winter weather conditions, and the SEDG failed to start automatically. At 0650 hours0.00752 days <br />0.181 hours <br />0.00107 weeks <br />2.47325e-4 months <br />, normal AC power was restored. The initial manual start of the SEDG was unsuccessful.
Trouble-shooting activities identified a control relay operating intermittently. The control relay and the remote selector switch were replaced on February 7,1996. On February 7,1996, following repairs the SEDG was successfully j
started.
4 Failure of the SEDG to start automatically did not pose any significant safety concems since the spillway gates are designed to be operated manually if a loss of both normal and emergency AC power occurs.
Station procedures provide directions to Operations personnel if manual gate control becomes necessary.
