COMANCHE PEAK STEAM ELECTRIC STATION (CPSES) - UNITS 1 AND 2 DOCKET NOS. 50 445 AND 50 446 SUPPLEMENT TO LICENSE AMENDHENT REQUEST 95-007 REGARDING REMOVAL OF REQUIREMENT TO MAINTAIN ONE PERSONNEL AIRLOCK DCOR CLOSED DURING REFUELING RE: TV Electric letter logged TXX 95289 from C. L. Terry to the NRC dated November 21, 1995.

Gentlemen:

During a phone conversation between Mr. T. Polich of NRR, Mr. J. Minns of NRR, and Mr. J. Seawright of TV Electric on February 15, 1996, NRR requested that TU Electric reevaluate the need for a designated individual to be available to close the Personnel Airlock door during refueling. TV Electric recognizes the value of ensuring that the Personnel Airlock is closed rapidly after the personnel in containment are evacuated to minimize potential releases that might occur as a result of a fuel handling accident in containment. TU Electric is hereby proposing a revision to the Bases for Technical Specification 3/4.9.4 to address this. It should be understood that the specific bounding fuel handling accident analysis reviewed and approved by the NRC assumes Dn barriers and na filtration system. Releases from the containment building as a result of a Fuel Handling Accident would be released through the same filtration system that filters the Fuel Handling building. Therefore, the Bases revision provided in this supplement are beyond the analysis required to support License Amendment Request LAR 95 007 and should not be imposed as a requirement of the Technical Specifications.

TV Electric hereby supplements the License Amendment Request LAR 95 007 to the CPSES Unit 1 Operating License (NPF 87) and CPSES Unit 2 Operating License (NPF 89) by incorporating the attached changes into the CPSES Units i 1 and 2 Technical Specifications Bases. License Amendment Request 95-007 revises the Technical Specification Limiting Condition for Operation (LCO) 3.9.4 to allow both doors of the personnel airlock (PAL) to remain open as long as one PAL door is capable of being closed. This supplement specifies that-appropriate individuals are aware of the open status of the airlock, designated individuals are available to ensure the airlock is closed, and there are no obstructions that could prevent rapid closure of the airlock.

This supplement is bounded by the safety analysis of LAR 95 007 (see Referenced letter) and TU Electric's determination that the proposed changes do not involve a significant hazard consideration remains valid. Attachment 2 provides the affected Technical Specification Bases page marked up to reflect the proposed changes of LAR-95 007 and the supplemental changes.

In accordance with 10CFR50.91(b). TU Electric is providing the State of Texas with a copy of this proposed amendment.
