Dear Mr. Taylor:

This documents my report by telephone under the provisions of 10CFR21 on March 29, 1985, at approximately 3:30 p.m.Jto Mr. George Lanik.

Individual Who Reported Mr. W. F. Sailer, Vice President and General Manager, Quality Assurance Division, Gilbert / Commonwealth, Inc.

Facility Involved Perry Nuclear Power Plant, Units 1 and 2, being constructed by the Cleveland Electric Illuminating Company.

Activity / Component Involved Diesel Generator Building floor response spectra.

Nature of the Defect A change in soil parameters had been evaluated for impact on the structure accelerations, but not on the floor response spectra. The soil parameter change caused the fundamental frequency to shif t from approximately 8 cps to 3 cps horizontally, and from 14 cps to 10 cps vertically. A re-evaluation of piping and equipment is being performed. This possible defect is limited to the Diesel Generator Building of the Perry Nuclear Power Plant.

Date Information Obtained The C/C procedure for Processing Possible Reportable Events, limits the amount of time to be taken in evaluating a possible defect. The Reporting Officer was informed on March 28, 1985, that reportability cannot be determined within the time permitted by the procedure.
