Dear Sirs:
The NRC Operations Center was notified at approximately 12:15 MST on February 15, 1985 via the Emergency Notification System of a potentially reportable occurrence related to the assumed inoperability of the "A" Train Diesel Generator. A Control Room Operator had noted that a liigh Priority Trip Signal was locked in on the Control Room Diesel Generator Panel (this signal was introduced into the system during an earlier check of the Diesel Generator "A" local control panel annunciator lamps). The trip signal was reset and the initial evaluation indicated that the Diesel Generator had been inoperable (not capable of starting) while the trip signal was locked in. This was reported, as an operator error, to the NRC Operations Center.
As a result of further investigation and evaluation of the occurrence as well as c review of the circuit logic prints, we have determined that the event was not reportable within the requirements of either 10 CFR 50.72 or 10 CFR 50.73 and the Diesel Generator was not, and had not been, inoperable while the liigh Priority Trip Signal was locked in, and could have started if called upon.
The NRC Operations Center was notified at approximately 13:05 MST on February 15, 1985 of the original error in reporting. This response is provided to close the record on this occurrence.
