This letter is provided in response to the Reference (c) letter which documented NRC's understanding of our Reference (b) response to the subject Inspection Report transmitted with Reference (a).

The attachment to this' letter provides clarification to three points where we believe our response may not have clearly conveyed the-actions we intend to take.

Clarificaton

. Clearance guidelines have been added to the electrical,Las well'as the other Mechanical, HVAC, and Structural contractor installation specifications.

However, these guidelines are not! identical to the-existing small bore' piping criteria.

The clearance guidelines 1for these installation specifications cover the items' outlined in the1 original response to the Inspection Report and are consistent with each other.

In addition, there are: unique electrical separation criteria which will remain in effect.

Rather, these

. generically dispositicned or have special operational or

-functional requirements.

The final area walkdowns may or

.may not be done bv Sargent & Lundy personnel depending on manpower availability and qualification requirements.

!However, they will be done in accordance with Sargent &

Lundy project' instructions.

Again, we would like to state that our experience from area walkdowns:-and hot linewalks.at both Byron and LaSalle Stations

. indicate that interferences or close contact points have not been a major problem.

Our commitment to begin~ final area walkdowns at least six months-prior to fuel load gives us more than enough time to complete the required inspect.'.ons.
