Pecch Bottom Atomic Power Station License Amendment Application dated November 10, 1983

Dear Mr. Stolz:

On November 10, 1983, Philadelphia Electric Company submitted a License Amendment Application proposing revisions to the Limiting' Conditions For Operations and Surveillance Requirements for the. reactor coolant leakage monitoring systems.

The proposed revisions would conform the Technical' Specifications to the NRC_ Order confirming our ccmmitments on pipe crack related issues, dated September 1, 1983.

Both the Order and License Amendment ~ Application deleted reference to the Air Sampling System (monitors drywell atmosphere radiation levels).

The bases for the deletion were the inability of a radiation monitoring system'to quantify leakage, and the availability of redundant drywell sump collection and flow monitoring systems.

Subsequently, we were informed by the NRC staff that the capability to monitor drywell atmosphere radiation levels must remain a requirement of the Technical Specifications.

Consequently, we are proposing the following revisions to the November 10, 1983, Application for consideration by the staff.

Retain the testing requirements for the sampling system (page 85).

2.

Change the nomenclature from " Air Sampling System" to "Drywell Atmosphere Radioactivity Monitor" to clarify the parameter being monitored.

3.

Delete page 76 from the Technical Specifications since the operability requirements are fully addressed on pages 146 and 146a.

This will eliminate redundance and possible confusion.

4.

Revise the bases on pages 93 and 156a to properly describe the function of the radioactivity monitor as providing supporting information to that supplied by the reactor coolant leakage monitoring system.

This function is supported by the information submitted on December 15, 1982 (S.

5.

Retain the surveillance requirement to monitor and record the drywell atmosphere radioactivity levels once per day (page 146).

6.

Insert a Limiting Condition For Operation for the radioactivity monitor under 3.6.C on page 146a.

7.

Page 156 should remain as submitted on November 10, 1983.

These revisions are indicated by a vertical bar in the margin of the attached Technical Specification pages.

Upon acceptance of these proposed revisions, a formal amendment application will be submitted.
