Supplement to Application for Amendment of Operating License Related to Safety Injection Refueling Water Tank Low Signal (TAC No. 93266)
Enclosed please find the Omaha Public Power District's (0 PPD) " Application for Amendment of Operating License" which seeks to amend Specification 2.15, Table 2-3 of the Fort Calhoun Station Unit No.1 Technical Specifications (TS).
This application for amendment supplements page 2-68b as previously submitted in Reference 2.
This proposed supplement replaces page 2-68b as was provided in Reference 2 related to the requirement for placing the Safety Injection Refueling Water (SIRW) tank low level channels in the " tripped" condition rather than placing them in " bypass."
coecifically, Note j on page 2-68b is being expanded to include further gui mus regarding Plant Review Committee review / judgment for prolonged operation with an inoperable channel in bypass.
This proposal was discussed during a telephone conversation among NRC staff members (Messrs. S. J.
Bloom and S. Sun) and members of my staff on November 2, 1995.
Attachment A contains a markup reflecting the supplemental page with the requested changes of the Technical Specifications. Additional information was added to the " Discussion and Justification" portion of the " Discussion, Justification and No Significant Hazards Consideration" (Attachment B) as provided in Reference 2.
This supplemental infctmation does not affect the "Significant Hazards Consideration" section.
