The purpose of this letter is to request Nuclear Regulatory Commission (NRC) review and acceptance of the enclosed WCAP-14535, " Topical Report on Reactor Coolant Pump Flywheel Inspection Elimination," (nonproprietary), in accordance with

[ the NRC licensing topical report program. Duquesne Light Company is submitting this Topical Report on the Beaver Valley dockets as the two lead plants for approval of WCAP-14535 as an acceptable alternative to the inservice inspection recommendations stated in Position C.4.b. of Regulatory Guide 1.14, titled " Reactor Coolant Pump Flywheel Integrity," 1971, Revision 1, August 1975. Reactor coolant pump (RCP) flywheel inspection is performed in accordance with the Beaver Valley licensing commitment to Regulatony Guide 1.14. Review of the enclosed information is requested to support the Beaver Valley Unit 2 sixth refueling outage currently scheduled to start August 30,1996. The enclosed report, issued January 1996, provides the technical basis for the elimination of inspection and surveillance of the RCP flywheel for domestic

_ Westinghouse and Babcock and Wilcox PWR plants and will be referenced in other licensee actions requesting a license change regarding the elimination of the inspection and surveillance requirements on the RCP flywheel.

., Beaver Valley Unit 2 is currently scheduled to perfonn an RCP flywheel inspection in September 1996 during the sixth refueling outage; however, there are several utilities with earlier outages and a more urgent need to eliminate inspection and surveillance of RCP flywheels through their licensing actions. Other licensees, and their associated outage schedules, planning to utilize this Topical Report in the near future include, but are not limited to, the following:

The Beaver Valley Unit I and 2 inspection commitments for the RCP flywheel are contained in each Unit's Updated Final Safety Analysis Report in Sections 4.2.2.5 and 5.4.1.5.2, respectively. Other licensees who apply this WCAP and the NRC review results to their facilities are responsible to provide information applicable to their specific docket required to support plant-specific reviews.

On October 17,1995, representatives of the Westinghouse Owners Group (WOG) l and several utilities met with Mr. Ted Sullivan and Mr. Keith Wichman, and other NRC staff members, to discuss the basis for climinating RCP flywheel inspections and the proposed submittal of the subject Topical Repon. In addition, NRC guidance was provided to make the repon more complete in the area of flywheel inspection history. It was noted at this meeting that both Westinghouse and Babcock and Wilcox supplied analytical basis for the RCP flywheel structural reliability, thus making the report a joint industry initiative.

Twenty-three (23) copies of the WOG report (WCAP-14535) are enclosed. These reports transmitted herewith each bear a Westinghouse copyright notice. With respect to the nonproprietary version of this repon, the NRC is permitted to make copies beyond those necessary for its internal use which are necessary in order to have one copy available for public viewing in the appropriate docket files in the public document room in Washington, DC and in local public document rooms as may be required by NRC regulations if the number of copies submitted is insufficient for this purpose. Copies made by the NRC must include the copyright notice in all instances.
