In accordance with the provisions of 10 CFR 50.90 as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby proposes an amendment to the Fdwin I. Hatch Units 1 and 2 Technical Specifications (Arpendix A to loth operating licenses).

These changes would delete an Administrative subsection in both Technical Specifications which was superseded by the issuance of 10 CFR 50.49 on June 30, 1982.

By letter dated 0::tober 24,1980 the NRC ordered the addition of several new subsections to the Technical Specifications for both Hatch units.

One of these subsections (Specification 6.15.1) required that the environnental qualification program at Plant Hatch be completed by June 30, 1982.

On June 30, 1982 the Commission issued interim final rule 10 CFR 50.49.

This rule specifically suspended the equipment qualificatim compliance deadline contained in each power reactor operating license then in force (includirx3 DPR-57 and NPF-5).

By this letter, GPC requests that the section referenced above which has been superseded by 10 CPR 50.49 be renoved from the Unit 1 and Unit 2 Technical Specifications.

These proposed changes to the Plant Hatch Uhits 1 and 2 Technical Specifications have been evaluated by both the Plant Review Board and the Safety Review Board arri both groups have determined that these changes do not constitute an unreviewed safety questim. The probability of occurrence or the consequences of an accident or malfunction of safety-related equiIrient would not be increased above those analyzed in the FSAR because no increase in accident probabilities or consequences would be introduced by these changes. The margin of safety as defined in the Technical Specifications would not be reduced by these danges because the deadline requirement which would be deleted was previously suspuded by NRC rulemaking.

Instructions for incorporation of these changes (Attachnents 1 and 2),

along with copies of the affected Technical Specification pages are enclosed.

As required by 10 CFR 50.92, a significant hazards evaluation for each proposed change to Te&nical Specifications is enclosed (Attachment 3).

In order to allow time for procedure revision and orderly incorporation into copies of the Technical Specifications, we request that the proposed amerriment, once approved by the NPC, be issued with an effective date to be no later than 30 days from the date of issuance of the amerdment.

As required by 10 CFR 170.12(c) a deck for the licensing fee of $150.00 is enclosed.
