Dear Mr. Denton:
Mr. T. M. Novak's letter of November 15, 1984 transmitted a preliminary draft copy of the proposed low power license for Catawba Unit 1.
The following comments were identified and have been discussed with the project manager.
1.
LC(5) - Suggest rewording as follows:
... dated March 9, 1983 and subsequent revisions 1 through 6,...
2.
LC(10) - Reference should be to Section 13.1.2.3.
Also, the requirement for training the advisors and certifying to the hRC the names of the advisors (last 2 sentences at the bottom of page 6) has beendone and was addressed in my letter dated August 31, 1984.

LC(12)(b) - The Emergency Operations Facility is fully functional as evidenced by the drill performed in February 1984.
4.
LC(14) - References should be -(Section 6.2.5 and Appendix C, SER; Section 6.2.5, SSER #2, SSER #3, SSER #4) 5.
LC(16) - Delete reference to SSER #3.
Revise fourth line as follows:
... analyses presented in the FSAR js the most severe case...

LC(17)(a)(V) - The referenced analysis will be performed for the limiting break not a spectrum of breaks, in accordance with previous discussions with the Staff.

LC(18) - The references should be -(Section 5.'4.4, SER, SSER #2, Section 15.4.4,SSER#3) 8.
LC(20) - This item should be deleted based on my letter of November 21, 1984.
