Dear Mr. O'Reilly:
Emergency Preparedness items identified in the subject Inspection Report were to have been corrected or resolved prior to exceeding 5% reactor power. Most of the items identified in this report were closed by Inspectors J. L. Kreh and A. L. Cunningham in the recent Inspection Report 413/84-54; 414/84-24. The remaining open items are either ready for NRC reinspection or will be ready for review, as required, prior to exceeding 5% power.
Mr. Bill Cline, Section Chief of the Region II Emergency Preparedness Section, in a July 3,1984 conversation with M. E. Bolch, Station Emergency Preparedness Coordinator, stated that due to manpower short-ages, there would be no reinspection of these items until after October 1,1984. Mr. Cline also stated there were no emergency planning issues that would prevent escalation above 5% power. Based on this discussion with Mr. Cline, it is our understanding that any further questions arising from the reinspection in October which might require additional time to clear will not impact escalation above 5% power.
