Inspection Report 50-413/84-12 and 50-414/84-08

Dear Sir:

Inspector Followup Items 413/84-12-01 and 414/84-08-01 concerned security procedures which delayed access by NRC personnel during the 1984 Catawba Emergency Response Exercise. The referenced inspection report recommended a change in the Security Plan which would allow using emergency entry pro-cedures for emergency drills and exercises.

(Our security plan requires normal security procedures for drills and exercises.)

In our letter of March 29, 1984, we committed to make such a change to our security plan.

In subsequent discussions, however, NRC Region II personnel have stated their opposition to such a change due to security-related concerns. There-fore, we do not plan to implement a security plan change on this matter at this time.

If NRC decides that security-related concerns can possibly be resolved, we would be willing to submit a proposed change to the security plan..We be-lieve that using emergency entry procedures for drills and exercises would have certain benefits. The emergency entry procedures could be tested in a realistic, simulat w emergency. Also, drills could be held inside the protected area involving fire or medical support organizations without undue burden on these organizations. This would foster better relations with these support organizations.which often involve volunteers who donate their personal time.

We would be glad to discuss this matter further, if necessary.
