APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regu-latory Commission (the " Commission"), Duquesne Light Company ("DLC"), holder of Operating License No. DPR-66, hereby requests that our previous submittal, dated November 14, 1984, be amended in accordance with the attached revision to provide clarification for the minimum Mode 3 reactor coolant loop operating requirements.

The proposed revision is set forth in Attachment A to this Application.

A safety evaluation is set forth in Attachment B. Based on the guidance provided by the Commission, the proposed revision has been determined to involve no significant hazards consideration in accordance with 10CFR50.92.

WHEREFORE, Applicant respectfully requests that our previous Application for amendment of Appendix A to Operating License No. DPR-66 be revised in the form attached hereto as Attachment A.
