SUBJECT:
EMERGENCY RESPONSE CAPABILITY - CONFORMANCE TO REGULATORY GUIDE 1.97, REVISION 3 Illinois Power Company's letter to the NRC from P.M. Nelson to A. Schwencer dated September 9, 1983, provided a detailed description of your conformance to Regulatory Guide 1.97, Rev. 3.
We have reviewed your submittal and concluded that you have provided an explicit comruitment on conformance to Regulatory Guide 1.97 with the exception of those items which were identified in your submittal. The enclosed interim report, prepared by INEL, evaluates the conformance of Clinton Power Station, Unit 1 to Regulatory Guide 1.97, Rev. 3.
This report concludes that your justification for exception from some items are acceptable, however, there are some items for which you did not provide adequate justification. These items have been identified as unjustified exceptions in the report.
It is requested that you provide a response to the unjustified exceptions identified in the INEL report within 45 days of receipt of this letter.
If the INEL report contains any incorrect assumptions or reflects a commit-ment which you believe is beyond the intent of your September 9, 1983 submittal, these should also be addressed in your response.
