Dear Mr. Youngblood:
Millstone Nuclear Power Station, Unit No. 3 Supplement I to NUREG-0737 Emergency Operating Procedures Generation Package In accordance with our commitment made in References (1) and (2), Northeast Nuclear Energy Company (NNECO) hereby submits the Emergency Operating Procedures Generation Package (PGP) for Millstone Unit No. 3. In addition, we consider this submittal suf ficient to complete NNECO's action for confirmatory item (Table 1.4) number sixty-two (62) described in Reference (3).
The PGP includes a plant-specific writer's guide and descriptions of our training, verification, and validation programs.
The Westinghouse Owners' Group Emergency Response Guidelines, Revision 1, were used to develop the Emergency Operating Procedures (EOPs). The attached PGP describes how the EOPs were developed from these generic technical guidelines and includes justifications for all deviations from these generic technical guidelines.
The EOP Validation Program described in Attachment No. 4 may need to be revised due to potential changes in cur schedule to implement a Safety Parameter Display System.
