O 7590-01 UNITED STATES MUCLEAR REGULATORY COMMISSION CAROLINA p0WER & LIGHT COMPANY BRUNSWICK STEAM ELECTRIC PLANT, UNIT 1 DOCKET NO. 50-325 NOTICE OF ENVIRONMENTAL ASSESSMENT AND FINDING 0F NO SIGNIFICANT IMPACT The U. S. Nuclear Regulatory Commission (the Commission) is considering issuance of an exemption from the requirements of 10 CFR 50.55a(g)(6)(i) to the Carolina Power & Light Company (CP&L, the licensee),
for the Brunswick Steam Electric Plant, Unit 1, located in Brunswick County, North Carolina.
ENVIRONMENTAL ASSESSMENT Identification of proposed Action:
The exemption would extend the dates for completion of the local leak rate tests required by 10 CFR 50, Appendix J from December 1984 until March 1985 at which time the facility will shut down for an extended refueling outage.
During a short outage in November 1984 which is primarily for recirculation pipe inspection about one-half of the tests will be completed. Thus, the tests to be postponed are approximately one-half of thnse required.
The exemption would be responsive to the licensee's application for an extension dated September 4, 1984 as supplemented October 22, 1984 The Need for the Proposed Action:
The exemption is needed because the licensee does not expect to complete all of the tests before resuming operation of the plant.

would have to be completed during the November 1984 plant outage.
This would require that the facility remain shutdown throughout the peak winter power demand period.
Environmental Impacts of the Proposed Action:
Postponement of approximately one-half of the local leak rate tests until March 1985 outage should not have any adverse effects since the systems involved are subject to frequent observation by the operators during their rounds.
Leakage from pipes, valves and other components would be noticed and corrected promptly. Therefore, the Connission concludes that there would be no significant radiological environmental impacts associated with this proposed exemption.
With regard to potential non-radiological impacts, the proposed exemption involves features located entirely within the restricted area as defined in 10 CFR Part 20.
It would not affect non-radiological plant effluents and would have no other environmental impact.
Therefore, the Commission concludes that there would be no significant non-radiological environmental impacts associated with the proposed exemption.
Alternative Use of Resources:
This action would involve no use of resources not previously considered in the Final Environmental Stateinent (operating license) for tne Brunswick Steam Electric Plant, Unit 1.
Agencies and Persons Consulted:
The NRC staff reviewed the licensee's request and did not consult other agencies or persons.
q FINDING OF NO SIGNIFICANT IMPACT The Commission has determined not to' prepare an environmental impact statement for the proposed exemption.
Based upon the foregoing environmental assessment, we conclude that the proposed action will not have a significant effect on the.ouality of the human environment.
