APPLICATION FOR AMENDMENT'0F CONSTRUCTION PERMIT NO. CPPR-105 TO EXTEND CONSTRUCTION COMPLETI0'N DATE Duquesne Light Company, Ohio Edison Company, The Cleveland Electric Illuminating Company, and The Toledo Edison Company (hereinafter "Pe rmi t-tees") are the co-holders of Cons truct ion Permit No. CPPR-105 for Be aver Valley Power Station, Unit No. 2 (hereinafter "the Construction Permit").

The Construction Permit, which was extended upon application to and approval by the NRC on January 30, 1980, currently specifies December 31, 1984 , as the latest date for completion of cons truc t ion . Pursuant to 10 C.F.R. 5 50.55(b) and in order to provide for further time contingencies as explained below, Permittees res pect fully request that the NRC amend the Construction Permit to specify 12-31-86 as the latest completion date.

The extension of time for the construction completion date is needed because of the following:

1. At the time Permittees applied for the earlier extension of the Construction Permit in 1979, the projected CAPCO summer pe ak load forecast for 1984 was 13563MW. Since that time, the demand for power in the CAPCO area has fallen below anticipated levels. The projected CAPCO summer peak load forecast for 1986 (the present anticipated year of commercial availabil-ity) is ll550MW. The general decline of CAPCO load growth justifies deferrel of fuel load until June 30, 1986.
2. As a result of the TMI-2 accident in March 1979, a large number of new regulatory requirements applicable to the design and construction of BVPS-2 have been promulgated. These requirements include the Emergency Respo nse Facilities, Combus t ib le Gas Control, Human Factors Review, and Containment Design. The implementation of these ch anges has significantly delayed the critical path construction schedules. . e f fect of these changes res ult ed in more than one (1) year delay in comple-tion of BVPS-2 from Permittees ' schedule at the time the Construction Permit completion date was extended.

3. Since the time of the original extension, the BVPS-2 construction schedule has been affected by financi al considerations. In April of 1980, the members of the Central Area Power Coordinating Group (which includes the Permittees) took several steps to improve their financial position. Four nuclear plants in the design s t age s were ab andoned , and the construction schedules of three nuclear plants, including BVPS-2, were extended. The completion date for BVPS-2 was moved from May 1984 to May 1986.
4. Farmittees need additional time to fully test and evaluate completed portions of the project as they are turned over by the contractors.

Permittees believe additional time spent on evaluation and testing is neces-sary to ensure that the plant will perform as specified. Permittees' original schedule underestimated the amount of time required to complete planned activities.

5. Cons ide rat ion should also be given to construction schedule impacts that have been experienced as a result of ac t ivi t ies necessary to meet upda ted regulatory requirements. These activities, such as additional technical analysis, engineering, and reconfirmation of completed work were not included in the project scope at the tine the present schedule was adopted.
