Final 10CFR50.55(e) Report: Gould Molded Case Circuit Breakers - Non-Reportability Determination
Dear Sir:
In Reference (b), we reported a potential 10CFR50.55(e) deficiency regarding Gould molded case circuit breakers. This deficiency has been evaluated and determined to be non-reportable per 10CFR50.55(e).
Description of Daficiency The testing of an incoming shipment of 15 Gould molded case circuit breakers resulted in 10 failing to pass the instantaneous magnetic overcurrent trip test. The 15 breakers were identical; 40-amp trip, Model HE3M040. Approximately 75 of these 40 amp trip Gould breakers supplied in prev.ous shipments have tested satisfactorily.

-calibrated. ?The incorrect calibration represented an isolated breakdown.

In the quality control procedures of Gould's -sub-aupplier.. Because this -
was an isolated breakdown of quality control procedures and-because the defect was detected under our Startup Test Program, we consider this item non-reportable per 10CFR50.55(e),
The subject circuit breakers will be recalibrated and returned to the construction site.
Also,. future? recurrence of this problem will be prevented
- by Gould Inc. via the performance of a shop test on the circuit breakers
~before shipment.
