Has the NRC staff evaluated whether or not it would be more effective to change the language in 20.2001 rather than clarifying guidance? Given that an interpretive rule is not legally binding etc. Note that 20.2002 mentions not otherwise authorized. So is it clear that disposal in an exempted facility would be authorized via a guidance language change?

The basis for the 25 millirem approach needs more clarification for its basis. The criteria in 61.41 contains three components per ICRP 2. Further, the dose standard in 20.1301 is quite different (higher) and the 20.2002 case-by-case authorizations have been "a few millirem".

Clarification of basis should serve to enhance clarity and public confidence.

It's very important for the NRC to reiterate (again) that this IR does not represent clearance, below regulator concern, or any other UNRESTRICTED release of radioactive material. A majority of the negative comments on the webinar today appear to believe that this will allow all 3

landfills to receive VLLW. I urge NRC to reinforce that any landfill who wishes to be considered an "Authorized User" must be approved, both from NRC and from their state regulators and stakeholders.

I see now: From day one, the Trump administration has looked for ways to prop up money-losing nuclear power plants, which face increasing competition from cheap natural gas and renewable energy sources.

At first, the main effort was a direct bailout Energy Secretary Rick Perrys failed plan to subsidize nuclear (and coal) power plants by raising consumer energy bills.

Now the administration has started cutting corners in nuclear safety and oversight. Trump appointees, who are a majority at the U.S. Nuclear Regulatory Commission (NRC), are allowing the nuclear industry to avoid costly upgrades to plants that are not designed to withstand current flood risk. STOP REPRESENTING DANGEROUS INDUSTRY!
