Resolution Conceming ihe Brunswick Nuclear Plant The North Carolina Eastern Municipal Power Agency (Power Agency) is a ininority non-operating owner of Carolina Power & Light Company's (CP&L) Brunswick Nuclear Power Plant (Brunswick). Power Agency's Board of Commissioners adoptea the enclosed resolution during their meeting of June 24,1992. The Board's action was taken to register its concerns about Brunswick's performance and its desire to see CP&L act to correct problems at Brunswick as soon as possible. The Board's action requires that copies of this resolution be sent to CP&L's Board of Directors, CP&L's management, the Nuclear Regulatory Commission and the North Carolina Utilities Commission.

R-12-92 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF NORTH CAROLINA EASTERN MUNICIPAL POWER AGENCY REGARDING THE INADEQUATE OPERATING PERFORMANCE OF THE BRUNSWICK STEAM ELECTRIC PLANT WHEREAS, at its regularly scheduled meeting on May 27, 1992, the Board of Commissioners of North Carolina Eastern Municipal Power Agency (" Power Agency") received a report from its staff concerning the performance and status of the Brunswick Steam Electric Plant
(" Brunswick"); and
- WHEREAS, among other things, the staff's report included the following information:
(i)
Brunswick Unit Nos. 1 and 2 were shut down on April 21, 1992 because the Units failed to satisfy Nuclear Regulatory Commission ("NRC") requirements for seismic qualification of several emergency diesel generator building walls.
(ii) On April 29, 1992, the NRC released an inspection report in connection with Brunswick stating, among other things, that:
(a) the 1982 Brunswick Improvement Program
("BIP")
resulted in some improvement to the operation of Brunswick but that such improvement was not sustained; (b) investigation by a
rdagnostic Evaluation Team
("DET")
in 1989 concluded that the corrective action instituted under the BIP lacked provisions for effective problem identification and root cause determination at Brunswick and that equipment problems would continue at Brunswick because of longstanding weaknesses in plant configuration control and engineering support activities; (c)
Although CP&L's response to the DET resulted in the implementation of several engineering and plant improvements, improved communication and teamwork between Technical
- Support, Operations and Maintenance and material improvements and replacements in several systems, many performance weaknesses observed during the DET were also present in 1982, including equipment failures and personnel and maintenance erroru;

WHEREAS, the Board also is appalled and disturbed by and concerned and disappointed over the fact that many of the problems encountered at Brunswick appear to be the result of inadequate management, both at the corporate level and at the site; and
- WHEREAS, the Board wishes that its displeasure and concern be recorded in the official minutes of its proceedings and that such displeasure and concern be communicated to CP&L and the North Carolina Utilities Commission; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF NORTH CAROLINA EASTERN MUNICIPAL POWER AGENCY:

The Board hereby registers its disturbance and concern over the performance of Brunswick and its interest and desire in seeing that CP&L takes appropriate initiatives and corrective action as soon as possible; (2)
The staff of Power Agenc-; shall regularly report to the Board on the progress made by CP&L in correcting the problems at Brunswick; and (3)
A copy of this resolution be delivered to CP&L's Board of Directors, CP&L's management, the NRC and to the North Carolina Utilities Commission.
This action is effective the 24th day June 1992.
