Dear Mr. Collins:
In accordance with 10CFR50.54(p), furnished herewith are five (5) copies c,f Revision 1 to the WCGS Physical Security Plan for the Protection of Special Nuclear Material of Low Strategic Significance Prior to Obtaining an Operating License (Interin Security Plan). describes the reason for each change and why these changes do not decrease the safeguards effectiveness of this plan.
This submittal resolves Open Item 50-482/8413-01 of the Inspection Report transmitted by the Reference.
The previously transmitted copies of this plan are superseded in their entirety by the attached copies.
The attached document contains Safeguards Information in accordance with 10CFR73.21 and therefore should be withheld from public disclosure.
This letter, when separated from the attachments, does rx>t conLain Safeguards Information and shculd be handled as decontrolled.

3/1.2.5.5 Reason for Caange Response 5 of M4LNRC 82-261 has been incorporated into the plan as required to close out Open Item 50-482/8413-01 of the Audit Report.
In addition, the response was updated to reflect the current organization and fuel building access program.
Justification These changes do not reflect a reduction in the effectiveness of the Interim Security Plan for the following reasons. 1) The Plant & nager perfonns the same duties as the old Plant Superintendent. 2) The revisions to the fuel building access program do not affect the function of the program.
4/1.2.6 Reason for Change This change provides additional information to the plan.
Justification The change provides an increase in the effectiveness of the plan by providing an added ccmnitment.

Justification The revision does not reflect a reduction in the effectiveness of the Interim Security Plan since access to the area is controlled and the area is within the view of a watchnan at all times when personnel are present.
