In accordance with the provisions of 10 GR 50.90 as required by 10 CFR 50.59(c) (1), Georgia Power Company (GPC) hereby proposes an menchent to the B9 win ~ I.

Hatch Nuclear Plant Units 1 and 2 Enviromental Technical Specifications (Appendix B to the Operating Licenses) as described in the attachment to this letter.

%is aEplication would mend the Technical Specifications by deleting the requirement for Aerial Rentote Sensing which has been mployed to determine the effects of, cooling tower drift (3.1.2.2.1) fra Appendix B.

. (EIS) and reported in accordance with Section 5.7.1 for at least two years.

his action fulfills the requirments of section 3.1.2.2.1 of the E'IS. ~No distressed or dead ve,. ation due to cooling tower operation has ever been detected during the surveillance progrm. The only dead vegetation occurred in an area where siltation occurred on one-half acre plot at the base of a soil deposition area.

his problem was detected before plant operation started.

In light.of the acceptable cmpletion of this surveillance progre, we ra uest the deletion of this requirement fra the ETS.

We Enviromental Affairs Section of GPC has reviewed this change and determined no adverse safety or enviromental impact.

%e Plant Review Board and the Safety Review Board have reviewed the proposed changes and have determined that they do not constitute an unreviewed safety question.

%ese changes do not increase the probability or consequences of accidents or malfunctions of equipent previously analyzed since' deleting this raluirement from EIS is in recognition that the progra has been completed.

Also, no equipent modification nor design change to equipent is required to impleent these changes nor is plant operation effected. Consequently, these changes do not create new modes of operation' nor potential for new accidents.

'Significant' Hazards Considerations" listed on page 14,870 of the April 6,

1983,-issue of the Federal Register.
