APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission (NRC), the New York' Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
'This proposed change to the James A. FitzPatrick Technical Specifications seeks to amend the Section 4.7.A to the Operating License relating to primary containment airlock test requirements.
~The proposed change-is prompted by the Commission's amendment to 10 CFR 50, Appendix J regarding leak testing of containment building airlocks, effective October 22, 1980.
The' proposed change to-the Technical Specifications is presented in Attachment I to this Application.
The Safety Evaluation-is included in Attachment II.
