Dear Sir:
The NRC was notified of a potentially reportable deficiency in the referenced telephone conversatien. At that time, it was estimated that a determination of reportability would be made within thirty (30) days.
Due to the extensive investigation and evaluation required, an Interim Report is attached. It is now expected that this inf ormation will be finalized by October 21, 1984, at which time a complete report will be submitted.

INTERIM REPORT - DER 84-61 POTENTIAL REPORTABLE DEFICIENCY ARIZONA PUBLIC SERVICE COMPANY ( APS)
PVNCS UNITS 1, 2, 3 I.
Potential Problem A review of the Auxiliary Pressurizer Spray System ( APSS) indicates the system may lose the capability of performing its intended function. Should loop charging valve CH-PDV-240 mechanically stick open, insufficient APSS flow toward the pressurizer could result.
II.
Approach To and Status Of Proposed Resolution Combustion Engineering (C-E) has been notified by Bechtel of this deficient condition. Bechtel is awaiting C-E's f ormal response prior to submitting a final report on the resolution of the problem. Engineering of DCPs ISM, 2SM, and 3CM-CH-197, Rev. O, have been initiated to add a f ail-closed pneumatically operated valve in series with valve CH-240, thereby climinating the potential single f ailure concern f or the APSS. The DCP for Unit I will be implemented prior to fuel load.
III.
Projected Completion of Corrective Action and Submital of the Final Report Evaluation of this condition and submittal of the Final Report is f orecast to be completed by October 21, 1984.
