Joseph M. Farley Nuclear Plant - Units 1 and 2 Proposed Administrative Technical Specification Change Gentl emen:

As a result of recent questions relative to the June 25, 1984 proposed administrative technical specification change, Alabama Power Company hereby clarifies the original intent of that proposed change relative to the Assistant Plant Manager, Plant Support.

It is Alabama Power Company's position, as stated in the June 25, 1984 letter, that .the addition of an Assistant Plant Manager, Plant Support provides greater freedom for the Platt Manager and Assistant Plant Manager, Operations from the administrative and non-operations related responsibilities of the Farley Nuclear Plant. This greater freedom allows more management attention to be focused on the safe operation of the two Farley Nuclear Plant units and therefore enhance safety.

The Assistant Plant Manager, Plant Support position has been established with'the recognition that in the absence of the Plant Manager, the Assistant Plant Manager, Plant Support may occasionally be delegated the Plant Manager's responsibilities. This means that prior to being delegated these responsibilities, the Assistant Plant Manager, Plant Support will be fully qualified to fulfill the responsibilities of the Plant Manager per ANSI N18.1-1971 and FSAR 13.1.3.1.1 with the added stipulation that Emergency Director Training has been completed.

Attached is_ revised Technical Specification Figure 6.2-2 for Units 1 and 2 .to, reflect the above clarification. This clarification is a non-substantive change to the June 25, 1984 proposed technical specification change. The necessary changes to the FSAR have been initiated, pursuant to 10CFR50.59,- to reflect the proposed technical specification change and this clarification. The appropriate procedures will be modified to indicate 4 -

this' clarification of- operation responsibilities after receipt of the

, . approved license: amendment.

• . This clarification does not change the original Alabama Power Company

' conclusion that no significant hazards consideration is involved in this

change.

3 E' This clarification is a supplement to the June 25, 1984 proposed

. technical ~ specification change and as a result, the initial License

? Application Fee has been paid and the charges for NRC review will be accrued

-in;accordance with 10CFR170.21.
