In letter dated November 4,1983, Alabama Power Company submitted its response to Generic Letter 83-28 regarding the NRC position on the Salem anticipated transient without scram ( ATWS) events. The November 4, 1983 letter contained a preliminary response to Section 2.2.2 of Generic Letter 83-28 and committed to a final response 90 days after issuance of the Nuclear Utility Task Action Committee report on Section 2.2.2.
Attached is Alabama Power Company's final response to Section 2.2.2 of Generic Letter 83-28.

Attachment Alabama Power Company Response to Generic Letter 83-28, Sec+1on 2.2.2 i
t Alabama Power Company (APCo), as a member of the Nuclear Utility Task Action Committee (NUTAC) on Generic Letter 83-28, Section 2.2.2, will follow the guidelines issued by the NUTAC final report on Section 2.2.2 of Generic Letter 83-28 dated March 1984 and titled " Vendor Equipment Technical Informatica Program (VETIP)." The VETIP, which is comprised of two basic elements, the Nuclear Plar.t Reliability Data System (NPRDS) and the Significant Epent Evaluation and Information Network (SEE-IN) programs, is designed to ensure that vendor equipment problems are recognized, evaluated and corrective acti'cns taken. This program is a more efficient and realistic approach to.the vendor information problem than could be achieved

through direct vendor / utility interactions. A vendor contact program was established with Westinghouse Electric Corporation, the NSSS supplier for Farley Nuclear Plant (FNP), in October 1983 and is presently functioning.
In addition, contact programs have been established by APCo with Colt Industries, the FNP diesel generators vendor, and with General Electric Corporation. These programs consist of a receipt acknowledgement for all technical information issued by these vendors.
In addition, each of these three vendors plan to issue to APCo an annual cumulative listing of all technical information which has been issued by each of them. This will allow APCo to ensure that infomation applicable to FNP has been received and implemented as appropriate. These efforts, coupled with APCo's standard procedure for review of other vendor bulletins, will allow timely review and implementation of corrective actions of vendor identified problems.

The FNP VETIP is structured around the NPRDS and SEE-IN programt, as outlined by the NUTAC report. Through participation in the NPRDS program, 7
APCo submits engineering information, failure reports and operating history related to FNP for rev_tew under the SEE-IN program. Through the SEE-IN program, the Institute of Nuclear Power Operations (INPO) screens nuclear plant events which nave been reported through NPRDS, Nuclear Network, NRC reports, IEBs, IENs, etc. Based on the significance of the event, determined by the screening process, INP0 issues a report to all utilities outlining the cause(s) of the problem (s) and recomends practical corrective action (s).
These reports are issued in the form of Significant Event Reports (SERs) or Significant Operating Experince Reports (SOERs) and Operations and Maintenance Reminders (0&MRs).
Upon receipt of SERs, SOERs or 0&MRs an evaluation is performed and documented to determine applicability to FNP and corrective actions taken as^ appropriate.

Letters and Westinghouse Owners Group Correspondence.
Review of this information, coupled with the VETIP program, provides APCo assurance that identified vendor equipment problems will be handled in an efficient manner and that proper corrective actions will be taken as applicable.

APCo, procedures are being reviewed and revised as necessary to assure W( ~
the prograa' described by the NUTAC final report is properly controlled and implemented. Required procedure revisions will be completed by September 30, 1984. Review and. evaluation of NSSS technical bulletins, Colt technical bulletins,' General! Electric technical bulletins, SERs, SOERs, and other venhr technical information is currently being performed and documented in accordance, with NUTAC guidelines.
