License Amendment Application to Revise Technical Specification Section 5.0, Design Features Ladies and Gentlemen:
Enclosed is an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1 Operating License Number NPF-3, Appen-dix A, Technical Specifications. The proposed changes involve revising Te 'ical Specification (TS) Section 5.0, Design Features, and would, for tl ost part, adopt the improved " Standard Technical Specifications for Barxock and Wilcox Plants' (NUREG-1430, Revision 1) format and content.
The proposed changes would add a site location description, remove site area maps, remove containment and reactor coolant system design parameters, remove the description of the meteorological tower location, remove compo-nent cyclic or transient limits, and revise the fuel assembly description to include,the use of ZIRLO clad fuel rods. These revisions to TS Section 5.0 are being proposed as line item TS improvements generally consistent with the improved " Standard Technical Specifications for Babcock and Wilcox Plants" (NUREG-1430, Revision 1) and a lead plant change approved by the NRC for the Calvert Cliffs Nuclear Power, Unit 1, Operating License No.
DPR-53 (Amendment 204, dated March 14, 1995, TAC No. M88429) and Unit 2, Operating License No. DPR-69 (Amendment 182, dated March 14, 1995, TAC No.
M88430).
' Toledo Edison requests this amendment be issued by the NRC by April 1, 1996.
