Dear Mr. Crutchfield:
Enclosed is a copy of the final exercise report for the June 22, 1994, full-participation plume exposure pathway joint exercise of the of fsite radiological emergency response plans site-specific to the North Anna Power Station.
The Commonwealth of Virginia and
- Caroline, Hanover,
- Louisa, Orange, and Spotsylvania Counties
. participated in this exercise.
The final exercise report was prepared by the Federal Emergency Management Agency (FEMA) Region III staff.
A copy of this report will be forwarded to the Commonwealth of Virginia by FEMA Region III.
Two Deficiencies were identified during the June 22,
- 1994, exercise.
They involved:
- 1) the failure of Caroline, Orange, and Spotsylvania Counties to complete primary route alerting within 15 minutes of the Governor's Protective Action Decision and 2) the failure of Hanover County to implement primary route alerting on the basis of the Governor's Protective Action Decision.
Both Deficiencies were corrected during a remedial drill conducted on September 12, 1994. The results of the remedial drill are included in the enclosed report.
There were also twenty-nine Areas Requiring Corrective Action (ARCA) identified during the June 22, 1994, exercise.
FEMA Region III will monitor the status of corrective actions.
Based on the results of the June 22, 1994, exercise, and the September 12,
- 1994, remedial drill, the offsite radiological emergency response plans and preparedness for the Commonwealth of Virginia and the affected local jurisdictions, site-specific to the North Anna Power Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the Commonwealth of Virginia and local jurisdictions, site-specific to the North Anna Power Station, granted on February 23, 1983, will remain in effect.
