< Pursuant to Section 6.9.2 of ^ppendix A, Technical Specifications to Facility Operating Licence NPF-15'for San Onofre Unit 3, this submittal provides the required Special Report'for inoperable radiation monitoring instrumentation.

On August 25,1984, at 0745, with Unit 3 in Mode 1 at 18*4 power, Condenser Air Ejector Wide Range Gas Monitor 3RT-7870 was removed from service for the 92-day surveillance.' Redundant Monitor 3RT-78N was out of service for design modifications (previously reported in _ the Reference).

Flow rate estimates, grab samples and auxiliary sampling were initiated in accordance with limiting

Condition 'or Operation (LCO) 3.3.3.9, Action Statements 36, 37 and 40.
During perfirmance of the surveillance, a cracked soider joint was noticed in

a pipe connection of the Mid-High Range Sample Line Air Dryer which is used for accident monitoring. There was no air inleakage into the Low Range Effluent Sample System which is used for normal effluent monitoring. A work

order was initiated and the solder joint was repaired. Since 3RT-7870 was not

' restored to operable statu within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, the preplanned alternate method of monitoring was initiated per LCO 3.3.3.1, Action Statement 19. The 92-day surveillance was completed and Monitor 3RT-7870 was returned to operable status in accordance with Station Procedure 5023-3-3.21.1 at 1040 on August 31, 1984.
