Dear Sir:
In response to IE Bulletin No. 84-02, " Failure of General Electric Type HFA Relays in Use in Clase 1E Safety Systems", we have investigated the various applications of GE HFA relays a*. Seabrook Station.
CE HFA relays are used in both Class 1E Safety Systems and Non-Class 1E Systems. We have identified five HFA relays per unit at Seabrook Station that perform safety-related functions within a Class 1E Safety System. Other HFA relays identified are used in Non-Class 1E Systems or, if used in a Class 1E Safety System, do not perform a safety-relar.ed function. All HFA relays identified were manufactured prior to the availability of the Century Series relays with tefzel coil spools.
We plan to replace all HFA relays,used in Class 1E Safety Systems, which perform safety-related functions with Century Series HFA relays. The replacement of the relays will be completed prior to fuel load.
Since we plan to continue to use HFA relays with nylon or lexan type coil spools in non-safety-related applications, administrative controls dealing with maintenance, storage, and handling of spare relays and parts will be instituted to insure the segregation of safety-related and non-safety-related relays and parts.

Murley Page 2 To address the concerns of the subject IE Bulletin as applicable to other relays with similar type materials in use at our facility, we plan to contact manufacturers of applicable relays to determine if the concerns in this bulletin are applicable to their products. Corrective action, if necessary, will depend on their response. We will provide the results of our investigation by December 31, 1984.
Per your request, approximately four man-weeks of staff time has been spent to date to perform the review of this bulletin and prepare this response.
