APPLICATION FOR AMENDMENT TO CONSTRUCTION PERMITS NO CPPR-81 AND CPPR-82 Pursuant to 10 CFR 50.55 (b) and 50.90, Consumers Power Company (" Permittee")

hereby applies to the Nuclear Regulatory Commission for an amendment to Construction Permits No CPPR-81 for Unit I and CPPR-82 for Unit 2 of the Midland facility. This request relates to extensions of the construction permits for Midland, Units 1 and 2.

Construction Permit No CPPR-81 currently specifies December 1, 1984 and Construction Permit No CPPR-82 specifies July 1, 1984 as the latest dates for completion of construction of the facility.

In order to continue Permittee's option to complete construction of Unit I and/or Unit 2, Permittee respectful-ly requests that the Nuclear Regulatory Ccmmission amend Permits No CPPR-81 and CPPR-82 to specify December 1, 1989 for Unit I and July 1, 1989 for Unit 2.

Permittee submits that good cause for granting such extensions exists.

Because of difficulties in financing the Midland facility, on July 16, 1984, Permittee ordered the shutdown of design, construction and testing activities for the Midland Plant Units 1 and 2.

Construction and testing at the project site have been suspended and the total site work force has been substantially reduced. When the shutdown occurred, both units were 85 percent complete, and it is Permittee's desire to maintain its option to complete both units of the facility.

The request for extensions to the construction permits for Unit 1 and Unit 2 of the Midland facility does not present an unrevived environmental impact or significant hazards consideration, because the request relates solely to time extensions for work previously reviewed and approved by.the Nuclear Regulatory Commission or work subject to specific NRC Staff review and approval under the April 30, 1982 or January 12, 1984 amendments to the two Midland construction permits.

This application supersedes the application for amendment to Construction Permit No CPPR-82 filed on May 24, 1984 under Docket No 50-330.
