Dear Mr. Weber:
This letter provides a revised Technical Basis Document (TBD) package to describe the methods and instrumentation for surveying piping system internal surfaces at Fort St.
Vrain. This TBD package was previously submitted on November 15,1995 (Reference i
1), at which time much of the information was requested to be withheld from public disclosure because it was the subject of a patent application. Since that time, the Westinghouse Electric Corporation submitted its patent application, and more extensive information is available for public review.
The revised TBD package is submitted for your use in evaluating Public Service Company of Colorado's (PSCo) proposed methods for surveying piping system internal r
surfaces, as requested in our October 12, 1995 letter (Reference 2). The following attachments are provided:

'Ihis package describes the equip.nent, detector sizes, efficiencien sensitivities, and other performance characteristics of this i
instrumentation, as discussed in the referenced letter.
This package includes WCAP-14585, Fort St. Vmin Technical Basis Documents for Piping Surwy Instrumentation, dated January 1996 (Proprietary). is the non-proprietary version of this TBD package, WCAP-14570, Fort St. Vrain Technical Basis Documents for Piping Surwy Instnanentation, dated January 1996 (Non-Proprietary).
The information contained in Attachment 1 is considered proprietary by Westinghouse Electric Corporation, under the criteria set forth in 10 CFR 2.790. The following documents are also submitted with this letter:

One copy of the accompanying affidavit, Attachment 4, (3)
One copy of the Copyright Notice, Attachment 5, and (4)
One copy of the Proprietary Information Notice, Attachment 6.
One copy of the above attachments is provided to the NRC Document Control Desk and one copy has been pmided directly to Mr. David Fauver to expedite the NRC's review.
As Attachment 1 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owne.r of the information.
The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in i
paragraph (b)(4) of Section 2.790 of the Commission's regulations.
Accordingly, it is respectfully requested that the information which is proprietary tc.
Westinghouse be withheld from public disclosure in accordance with 10 CFR 2.790 of the Commission's regulations.
Two (2) copies of WCAP-144%, " Fort St. Vrain Technical Basis Documents for Piping Survey Instrumentation," dated November 1995 (Proprietary) and two (2) copies of WCAP-14497, " Fort St. Vrain Technical Basis Documents for Piping Survey Instrumentation," dated November 1995 (Non-Proprietary) were transmitted to your

I office on November 15,1995 (Reference 1). These documents have been canceled and are superseded by Attachments 1 and 2. Attachments 1 and 2 were developed to reflect NRC comments on the original documents, now that Westinghouse has filed patent 1
