Gentlemen:

By letter dated February 1,1996, Intervenor requests that his response to Georgia Power's motion to reopen the record in his Department of Labor proceeding also be incorporated into the j

record of this NRC proceeding. Intervenor apparently believes that Georgia Power's DOL mo-tion was previously submitted to the Board "to be placed on the record," but his understanding is incorrect. Georgia Power provided a copy ofits motion to the Board only to keep the Board in-formed of the status of the DOL proceeding, and has not moved any of the pleading into evi-dence. Georgia Power assumes that the record in this NRC proceeding was closed upon completion of the hearing and sees no basis to reopen the record to introduce additional evidence or issues.
