The Nuclear Regulatory Commission (the Commission) has found that:

A.

The application for amendment by Virginia Elsctric and Power Company et al., (the licensee) dated January 20, 1992, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have I

been satisfied.

Accordingly, page 6 of the license is hereby amended by deleting license conditions 2.D.(3)s and 2.0.(3)t and adding license condition 2.D.(3)v to state:*

The performance interval for surveillance tests specifically identified in the licensee's letter dated January 20, 1992, normally 18 months to coincide with the normal 18 month refueling cycle, shall be extended to coincide with the Steam Generator Replacement Project and Cycle 9 Refueling Outage for North Anna Unit 1.

The extended interval shall not exceed a total of 24 months.

This license amendment is effective as of its date of issuance and shall be implemented within 30 days.

Fire Protection VEPC0 shall implement and maintain in effect all provisions of the approved fire protection program as described in the Final Safety Analysis Report for the facility and as approved in the SER dated February 1979 subject to the following provision:

The licensee may make changes to the approved fire protection program without prior approval of the Commission only if those chnages would not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire.

2.D.(4)'

The licensoe is authorized to receive from the Surry Wuclear Power Station Units No. I and 2, possess, and store irradiated Surry fuel assemblies containing special nuclear material, enriched to not more than 4.1% by weight U-235 subject to the following conditions:

a.

Surry fuel assemblies may not be placed in the North Anna Power Station Units No. I and 2 reactors, b.

Irradiated fuel shipped to North Anna shall have been removed from the Surry reactors no less than 730 days l

prior to shipment.

c.

No more than 500 Surry irradiated fuel assemblies shall be received for storage at North Anna Units No. I and 2 spent fuel pool.
