APPUCATION FOR AMENDMENT TO OPERATING UCENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating Ucense No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
The proposed amendm ant to the James A. FitzPatrick Technical Specifications proposes to change Table 4.2-1 entitled, ' Minimum Test and Calibration Fiequency for PCIS' to reftet a proposed plant modification which will deactivate the reactor
, essel heao spray portion of the Residuci Heat Removal (RHR) System. This iodification involves the elimination of the reactor vessel head spray function by amoving and capping portions of the head spray piping and associated valves.
The head spray is an optional capability and credit is not taken for it in the accident analysis. Surveillance of this unused portion of the RHR system contributes unrecessarily to personnel radiation exposure.
The current Technical Specifications to be changed by this Application for Amendment are provided as Attachment 1. The proposed change to the Technical Specifications are Attachment 11 to this Application for Amendment to the Operating Ucense. The Safety Evaluation for the proposed change is included as Attachment 111.
