VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 INSIDE REClRCULATION SPRAY PUMP DRY BUMP TESTING This letter documents the deletion of a previous licensing commitment to dry bump test the inside Recirculation Spray Pumps (IRSP). The IRSPs are dry sump pumps and are not capable of being hydraulically tested during power operations. After the initial licensing of Unit 2, the IRSPs in both units were periodically dry bump tested. In addition, these pumps were removed and inspected every five years. The periodic inspections and dry bump tests were the only test requirements for operability until 1987. Since 1987, in accordance with our approved Inservice Testing Program, the IRSPs have been bump tested quarterly and flow tested on a refueling basis to confirm operability. Deletion of the periodic inspection requirement was approved following the implementation of flow testing during refueling.

ANSI /ASME Operations and Maintenance Code Part 6 (OM-6), as referenced in Section XI of the 1989 ASME Code, only requires testing of dry sump pumps every two years to establish operability. Since Code relief and alternative testing is no longer necessary to establish operability of the IRSP, the previous Code relief and proposed attemative testing has been removed for the Inservice Testing Program as approved by the NRC and documented in the Safety Evaluation Report dated October, 18,1994. Thus, dry bump testing of the IRSPs has been discontinued for both units.
