7590-01 UNITED STATEC NUCLEAR REGULATORY COMMISSION GPU NUCLEAR CORPORATION DOCKET NO. 5_0-119 ENVIRONMENTAL ASSESSMENT AND FINCING OF NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (NRC or the Commission) is considering issuance of an amendment to facility Operating Licenst No. DPR-16 issued to GPU Nuclear Corporation, et al. (the licensee), for operation of the Oyster Creek Nuclear Generating Station, located in Ocean County, New Jersey.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:

The proposed amendment would revise the Technical Specific.ation Sections 3.13.B.1 and 13.B.2 and delete current Technical Specifications 3.13.B.3 and 3.1:5.B.4 and-the note at the bottom of Page 3.13-1 which applied only during the previous operating cycle. The proposed revision to the Technical Specifications would permi; no limitation on the number of inoperable position indicators for nine ASME Code safety valves during power operation.

The proposed amendment is in cccordance with GPU ?!uclear Corporation's application dated February 15, 1990, as supplemented January 22, 1992.

Need for the Prooosed Action:

The proposed changes to the Facility Operating License are needed.

because the current Oyster Creek Nuclear Generating Station Technical Specifications require a plant shutdown depending on the number of inoperable safety valve position indicators aad the location of their associated safety valves.

The Commission has completed its evaluation of the proposed revision to the Technical Specifications 3.13.B.1 and 3.13.B.2 which would permit no limitation on the number of inoperable position indicators for nine ALME Code safety valves during power operation.

Based on its review, the Commission concludes that the proposed changes are acceptable.

The ERC staff has determined tnat operability of safety valve position indication is not necessary at the Oyster Creek Nuclear Generating Station for transient or accident mitigation and Technical Specifications for safety valve indication should not require a plant shutdown or necessitate power reduction in order to ensure compliance.

The proposed changes do not increase the probacility or consequences of accidents.

No changes are being made in the types of any effluents. at may be relt 4 offsite, and there is no significant increase in the allowable individu.

Accordingly, the Commission concludes that the proposed action would result in no significant radiological environmental impact With regard to potential nonradiological impacts. the proposed changes to the Technical Specifications involve components in the plant which are located -) thin the restricted area as defined in 10 CFR Part 20.

They do not affect nonradiological plant effluents and have no other environmental impacts.

Therefore, the Commission concludes that there are no significant nonradiological impacts associated with the proposeo amendment, l

Since the Commission concludes that there are no significan*

environmental effects that would result from the proposed ction, any alternatives with equal or greater environmental irpacts need not be evaluated.

Alternative Use of Resources:

The action would involve no use of resources not previously considered in the Final Environmental Statement for the cyster Creek Nuclear Generating Station dated December 1974.

Aaencies and Persons Consulted:

The NRC staff reviewed the licensee's recuest and did not consult other agencies or persons.

FINDING OF NO SIGNIFICANT IMPACT Based upon the foregoing environmental assessment, the NRC staff concludes that the proposed action will not have a significant effect on the quality of the human environment. Ac_ordingly, the Commission has determined not to prepare an environmental impact statement for the proposed amendment.
