When asked why there were no references to design input on these t calculations, Peter stated that back in 1979 when they were initiated, the procedure in effect at that time did not require listing of references and that it was common practice not to list references at the time. He also stated that the calculations as prcpared were initiated in accordance with AISC requirements and l
that they were referenced in the FSAR. He also stated that the FSAR and AISC were not referenced in these calculations.

The document contains recommended set points and criteria that must be satisfied if it is desired to change these set points during the testing phases of construction. During the review of calculation sheets 131-184 of SCS-156C, set 1, which were transmitted by the referenced letter, Cygna noted several items which required clarification from Gibbs & Hill. To resolve any confusion over those items Cygna spoke with Mr. Huang and Ms. Sanders. The questions by Cygna and the responses by Gibbs & Hill appear below. 1. Cygna: The calculations ignore the weight due to the thermolag fire barrier. How do the calculations ( assure that the allovible loads on conduit support clamps are not exceeded when the fire barrier is added to the conduit runs? G&H: Fire protected conduit lines are checked on a case by case basis. If the allowable loads on a specific support are exceeded, the support is checked to assure the adequacy of the support. The excessive loads are reduced by decreasing the tributary spans to the supports. The clamp calculations are also conservative as they consider maximum unprotected spans and maximum accelerations in general; fire-protected lines are at lower elevations which have lower acceleration values. signed: Page of Um oistneutio,:N.' Cygna: The review of the calculations on the shim plate to which the Nelson studs are attached (reference sheets 135-150 of SCS-156C, set 1) noted that a check of shim plate bending stresses was not performed. A check of plate bending stresses by Cygna shows stresses well above the allowable levels. Large deformations were also noted. Based on these calculations, Cygna concluded that the applied Nelson pretension was less than actually used in Gibbs & Hill's calculations. The reduction in pretension was due to the shim plate deformation. Cygna suggested a revised calculation to more accurately predict the actual pretension load in the Nelson stud and the plate stresses and deformations. An iterative technique considering clamp, stud and shim plate stiffnesses was suggested. G&H: The torque values used to calculate pretensions were the maximum allowed values. The plate was assumed to be critical in shear, therefore bending was not checked. Gibbs & Hill will re-examine the shim plate to consder the effects discussed by Cygna, Gibbs & Hill 3. Cygna: Gibbs & Hill's calculations reference CPPA-21620 which documents the results of a test program for Nelson studs at Comanche Peak. What was the nominal yield stress of the studs tested? The interaction equation is the equation for bolts from the AISC specifications. 5. Cygna: Allowable loads based on the results of tests of unistrut components are used to qualify unistrut clamps which are attached to supports using bolts other than unistrut bolts. The unistrut test results are based on components which are totally and unique-ly unistrut. What is the basis for using these test results to qualify components other than unistrut? G&H: The unistrut test values provide a lower-bound on the capacities of the materials actually used and their use is therefore conservative. 6. Cygna: For the slip through condition of clamp failure, the Unistrut Test Report stated that the failure mode was one in which the clamped pipe displaced through the clamp a specified distance. Gibbs & Hill's calcula-tions state that the clamp was not a concern, but rather the bolts were. While Cygna does not disagree with the statement regarding the clamp, we do believe the bolts are not the contolling item on which the clamp allowables are based. Please provide the basis of your statement. G&H: It is our interpretation that the bolts were the controlling factor. He introduced me to Mr. Tom Liao of G8H site design review group, who has access to the reviewed calculations. A discussion with Mr. Liao revealed tne following: 1. Previous to September 1983, design reviews were performed by G8H New York office. Copies of these calculations are available from Ms. Janelle Burkeen (ext. 774) on site. 2. To determine what calculations pertain to a specific CMC /DCA, one must look up the document in a computer output labeled "TUGC0-CPSES CMC Condensed Master Index, Gibbs & Hill Structural," Report CPRS01, November 14, 1983. This gives the approval date for a CMC and a list of reference calcula-tions, if any were performed. It should be noted that for some CMCs, simple calculations were done as a one-or two-page attachment to the CMC and will not be listed in the report. To obtain copies of these CMCs, their calculations, and the " Structural Design Review Checklist," contact Francisco O'Neill of GaH on-site. 3. For CMCs reviewed after September 1983, all design reviews were performed on-site. The review date for these can be found in the June 9, 1984, printout of the master index (described in Item 2). We are trying to ensure that the tube still has the strength necessary at the attachment point given this localized deformation. 2. The inspectors are instructed to use " visual inspection for distortion," but are not given any specific tolerances. 3. Cygna asked what tolerance the QC inspectors use for size dimensions on pipe support drawings. Mr. Purdy referenced QI-QAP-11.1-28, Section 3.3.1.1, which gives *1" for working point dimensions. 4. Cygna noted a main steam support where the double nuts were not snugged against each other. I stated that this was a typographical error and 4b snould be N/A. 3. Checklist PS-081, Item 24c. Is there a comment missing? I concurred that a comment was missing and that we would pick this up in a revision to the report. 4. Checklist PS-088, Item 25. Is there a comment missing? I stated that there should be a reference to Item 1. 5. Checklist PS-099, Items 14 and 15. Is the reference to Item 1 l correct? I said we would check, but it appears that a reference to Note 13 is more appropriate. 6. Checklist PS-106, Item 18. Is there a coment missing?
