SAFETY EVALUATI0t: EY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT N0.133 TO FACILITY OPERATING LICENSE N0. DPR-28 VERM0 lit YANKEE NUCLEAR POWER CORPORATION VERM0t:T YANKEE NUCLEAR POWER 51ATION D0CKET I:0. 50-271 1.0 It!TRODUCTIOil By letter dated Decerber 23, 1991, the Vermont Yankee Nuclear Power Corpc aticn (the licensee) suboitted a request for a change to the Vernont Yankee Nuclear Power Statich Technical Specifications (TS). The requested charge would extend the calibration interval for the high steam line flew instruc.ent6 tion fron, quarterly to once each operating cycle.

2.0 EVALUATION Eeplecing the existing hi h stean line flow differential pressure switchcs with g

analog loop instrunentatirn will replace r.,echanically-actuated components with newer and more reliable equipment.

This new instruuentation will maintain the i

rece red redundancy and protective functions.

The new instructentation is also environmentally and seism cally qualified.

i The proposed change in calibration frequency f rec qearterlj to once each operating cycle will continue to raeet the intent of Technical Spec 4fication requirerrents fer assuring cnn.ponent operability.

Experience at Vermont Yankee w th sinilar analog loop i strumentation over the past 11 years tas shewn ttis n

equipment to have an excellent operstN.3 n: story.

Plant safety would be enhanced by reducing the frequency of calibrations to once eat'a operating cycle. This would albw calibration to be performed during shut down, thus minimizing the potential for challenges to plant safety systems during operation.

The requested change to the calibration frequency does not impact any FSAE safety analysis, nor does it involve any change in Technical Spec 4ficaiden setpc#nts, plart operation, protective functions or the design basis of the plu.t.

l' ore reliable protect'.vo 'nstrumentation will provide continued assurance that required control and alaim functions are tc.a M a ned to prevcnt i

unctvering the fuel frcr ins er.tery loss due tc a worst case main steam lir.e breal.

=nccupational-radiation exposure. The Commission has previously issued a

. proposed findir g = that the amendment involves no significant hazards consideration, and there has-beer, r.o public corraent on such finding (FR cite). Ac cordingly,

the ar..endr.er.t meets the eligibility or iteria for categorical exclusion set gforth in 10 CFR 51.2F(c)(9).
