The enclosed special report provides details concerning Fire Detector Zone 277 for the l essential raw cooling water pumping station, which was removed from service to facilitate i maintenance activities. The fire detectors associated with this zone were inoperable for a time period greater than the TS allowable timeframe.

Descriotion of Condition l

On November 27,1995, the alarm function for Fire Detection Zone 277 was bypassed, ') '

rendering the fire detectors associated with that zone inoperable. Fire detectors for Zone 277 are located in the essential raw cooling water (ERCW) pumping station.

These detectors were inoperable in excess of the technical specification (TS) allowable timeframe of 14 days. This condition is being reported in accordance with TS 3.3.3.8  ;

Action Statement (b).

Cause of Condition -  ;

In support of maintenance activities associated with the overhaul of an ERCW pump, the fire detection zone was bypassed to prevent spurious actuation of the fire detection system in the ERCW pumping station. As part of the maintenance work, one pump assembly was disassembled, end the pump was shipped to Johnson Pump Company for inspection and ,

repair. Upon return of the pump onsite, it was determined that the vendor did not provide weld repair documentation. This delayed pump reassembly. As a result of the problems .

encountered with the pump's documentation, the fire zone could not be restored within the j TS allowable timeframe. j i

Corrective Action In accordance with TS 3.3.38 Action Statement (a), a fire watch patrol was established within one hour of the fire zone becoming inoperable. The fire watch patrol was maintained until the fire zone was returned to service on December 15,1995.
