Quad Cities Station Units 1 and 2 Supplement to Proposed Amendment to Technical Specification for Facility Operating License Nos.

DPR-29 and DPR-30 NRC Docket Nos. 50-254 and 50-265 Reference (a): T. J. Rausch letter to H. R. Denton dated February 17, 1983.

Dear Mr. Denton:

Per the referenced letter, Commonwealth Edison proposed to amend Section 6 of Appendix A, to the Technical Specifications, for Facility Operating Licenses OPR-29 and 30 for Quad Cities Units 1 and 2 respectively. During the review of that submittal, a revision to 10 CFR Section 50.72 and a new Section 50.73 effective January 1, 1984 have since been issued which revised the immediate notification requirements and Licensee Event Report System respectively. Therefore we are updating our amendment request to reflect these changes. The changes submitted herein are pursuant to the reporting requirements of Sections 50.72 and 50.73 of 10 Cl R Part 50 and were prepared using the guidance provided in Generic Letter No. 83-43.

In addition, with the promulgation of 10 CFR 50.49 the June 30, 1982 deadline for completion of environmental qualification of electrical equipment contained in Section 6.7 was superceded with a new completion schedule. Therefore, Section 6.7.A was deleted. For ease of review we are re-submitting submittal all changes,in and those requestedthis letter.both those requested in our original The proposed changes are described in Attachment A with specific page changes enclosed in Attachments B and C. The attached changes have been received both Onsite and Of fsite review and approval. We have reviewed this amendment request and find that no significant hazards consideration exists. Our review is documented in Attachment D.

Commonwealth Edison is notifying the State of Illinois of our request of this amendment by transmittal of a copy of this letter and its attachments to the designated State Official.
