VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 WITHDRAWAL OF PROPOSED LICENSE AMENDMENT On March 15,1990, Virginia Electric and Power Company submitted a proposed license amendment to convert the North Anna Technical Specifications to MERITS Technical Specifications as part of the NRC/ industry initiative to improve technical specifications. As you know, we have supported this eifort from the start and have committed considerable time and resources to it. Unfortunately, for us to continue with this initiative would require diverting substantial resources and management focus from other essential activities (for example, the upcoming North Anna Unit 1 steam generator replacement). Therefore, we believe it is prudent to discontinue oar voluntary participation as lead plant for the Westinghouse Owners Group and hereby withdraw the proposed license amendment.
We remain optimistic regarding the benefit expected as a result of the successful completion of the technical specification improvement initiative, and we plan to continue to support ooth NRC and industry in those efforts.
