Lubricating Oil Piping Systems
Dear Mr. Hunter:
This letter provides an interim report on a potential 10CFR50.55(e) concerning the lubricating oil piping systems for the safety injection and the centrifugal charging pumps at Wolf Creek Generating Station.
This matter was initially reported by Mr. H.K. Chernoff of Kansas Gas and Electric Company (KG&E) to Mr. Lawrence Martin of the Nuclear Regulatory Co.nmission, Pegion IV, on July 17, 1984.
Prior to flushing the skid mounted lubricating oil piping systems for the centrifugal charging pumps (CCP) and safety injection (SI) pumps, the Nuclear Steam Supply System (NSSS) Architect / Engineer (A/E) was asked by KG&E Startup, via two Startup Field Reports (SFRs 1-BG-16 and 1-EM-2), to clarify the safety classification of these piping systems. The NSSS A/E's disposition of the SFRs indicated that these lubricating oil piping systems were non-safety related. Subsequently KG&E Nuclear Plant Engineering requested the NSSS A/E to justify the aforementioned SFR dispositions. The NSSS A/E indicated that the lubricating oil piping systems in question were ANS Class 3, seismic category 1.
Before the resolution of the safety classification question, rework had boon performed on those skid mounted piping systems by both the Constructor and KG&E Startup. This work was performed without an approved quality assurance program.
In order to accurately assess what work was actually performed, KG&E Construction is developing "aa-built" drawings of the lubricating oil piping systems for the pumps in question. Once the existing condition of these piping systems is defined, an evaluation will be performed to determine what modifications or rework, if any, will be necessary.
