Dear Sir:

By my letter dated October 19, 1982 regarding IE Bulletin 79-14, you were informed that 41 percent of the total modifications were completed and that the-remaining modifications would be completed prior to March 31, 1985.

This date was based on experiencing no problems, delays, or interference during the modifications or additions to the list of hangers to be modified and also_ utilizing experienced crews. Duke Power, thus far, has completed approximately 60 percent of the total modifications required. The total number of modifications required has increased from 5,781 to 5,833.

Duke has reviewed the present status of the work to be completed and has determined that completing all outstanding modifications by March 31, 1985 will not be achieved. Factors causing the delay in completing the required modifications are:

1) Duke was unable to utilize the originally planned resources to complete the outstanding modifications due to the need to utilize the manpower on other commitments and modifications.
2) Actual experience in performing the modifications has shown that the manpower estimates provided by the October 19, 1982 letter were understated.

Duke continues to be committed to completing the modifications as soon as reasonably possible and it is currently anticipated that all outstanding modifications will be completed by March 1, 1986.
