Enclosed is Sup)lement 1 to Amendment Application Number 116 and Amendment A) plication Num)er 100 to Facility Operating Licenses NPF-10 and NPF-15 for tie San Onofre Nuclear Generating Station (SONGS) Units 2 and 3; respectively.
These Amendment Applications, submitted to the NRC by the above reference, 1
consist of Proposed Technical Specification Change Number NPF-10/15-407 (PCN-407).
PCN-407 is an amendment request to change Technical Specification (TS) l 3/4.7.5, " Control Room Emergency Air Cleanup System."
I Supplement 1 to Amendment Applications 116 and 100 changes the requirement of Surveillance Requirement (SR) 4.7.5.b to run CREACUS every 31 days from 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> to two hours. This change is based on the engineering analysis which is provided for information in the Enclosure. Also, the air flow rate for the CREACUS air conditioning unit was changed from 35,485 cfm to 35,705 cfm to reflect equipment replacement. Changes made to the original amendment request are highlighted and marked with bars in the right margin of the pnclosure.
Other than these changes, all aspects of Amendment Applications Numbers 116 and 100 remain unchanged. Also enclosed are markups to proposed post-Technical Specifications Improvement Program LC0 3.7.11 " Control Room Emergency Air Cleanup System," and its associated Bases.
It is requested that this licensing action be considered a Cost Beneficial Licensing Action based on the criteria outlined in NRC Administrative Letter 95-02: Cost Beneficial Licensing Actions, dated February 23, 1995.
The expected cost savings from this change over the life of the plant is expected to exceed $100,000.

Document Control Desk Edison requests Amendment Application Numbers 116 and 100 be issued effective as of its date of issuance, to be implemented within 30 days from the date of issuance. This will provide adequate time for the necessary procedure changes and training on the new Technical Specifications.
