Dear Mr. Miller:
Toxic Gas Monitoring (TGM) Instrumentation The Omaha Public Power District's letter to the Commission, dated March 8, 1983, provided a revised schedule for completion of the subject modification.
- That schedule was based upon the necessity of evaluating the adequacy of the Control Room Heating, Ventilation and Air Conditioning (HVAC) System to handle the increased heat load from the SPDS, ERF computer and other TMI related mod-ifications. That evaluation could have resulted in an increase in the air flow into the control room which would change the habitability study results and the required response time and sensitivity of the toxic gas monitors.
Final selec-tion of the toxic gas monitors was postponed until completion of the control roon HVAC evaluation.
The Control Room HVAC evaluation was completed and the toxic gas monitors were then purchased. During the installation and testing of the Toxic Gas Monitors, several problems developed and have delayed the District's final conpletion of the modification.
Due to the problems encountered during the installation and testing, Mr. E. G. Tourigny of your staff was notified on June 28, 1984, that the Toxic Gas Monitoring System would not be operable by June 30, 1984.
Since the June 28, 1984 notification, the District has kept Mr. E. G. Tourigny informed as to the status of the Toxic Gas Monitoring System.
Presently, the TGM systen is installed, tested and operating. However, the TGM system cannot yet be declared completely operable, as discussed by telephone l
with Mr. E. G. Tourigny of your staff on August 3,1984, because several proce-i dures related to the TGM system must be revised due to some changes made to the Toxic Gas Monitoring System.
In addition, these procedures must be reviewed and approved by the Plant Review Committee (PRC) and numerous personnel must re-ceive training prior to the TGM system being declared fully operable.

sc Mr. James R. Miller August 13, 1984 Page Two Based upon the time required for procedure review and approval, and the train-ing of personnel on the TGM system, the District intends to declare the TGM system fully operable by September 30, 1984.
The proposed Technical Specifi-cations for the TGM system will be submitted after the system is declared fully operable.
