l In accordance with 10 CFR 50.90, GPU Nuclear Corporation, operator of the

! Oyner Creek Nuclear Generating Station, Facility Operating License No. DPR-16, requests a change to Appendix A of the license.

Consistent with the guidance in NRC Generic Letter 88-12, " Removal of Fire Protection Requirements from Technical Specifications", this TSCR proposes to (1) remove reodrements for fire protn. tion systems from the Technical Specifications (TS), (2) remove fire brigade staffing requirements from the TS, and (3)-revise the administrative controls in the TS to support the fire protection program (FPP).

The requirements being removed from the TS have been incorporated into the

- FPP. Any future changes to the FPP will be subject to the standard fire protection license condition in section 2.C(3) of the license. Further, the NRC approved FPP has been incorporated in the Updated Final Safety Analysis Report in accordance with NRC Generic Letter 86-10, " Implementation of Fire Protection Requirement:". The purpose of this change, according to Generic Letter 88-12, is to further the goal of TS improvement as delineated in NRC policy statements.

This change request has been reviewed in accordance with section 6.5 of the TS, and using the standards in 10 CFR 50.92, we have concluded that this proposed change does not constitute a significant hazards consideration.

Pursuant to 10 CFR 50.91(b)(1), a copy of this change request has been sent to the State of New Jersey Department of Environmental Protection.
