Dear Mr. Schwencer:
We are pleased to provide the following information to support the resolution of SER license condition #7.
Pursuant to your request in Reference (1), the Enclosure (1) report.has been revised to address concerns identified in your draft technical evaluation report (TER) on the control of heavy loads (Phase II). The TER was transmitted with Reference (1).
Our revised report denonstrates ccznpliance with the guidelines of Sections 5.1.2 through 5.1.6 of NUREG-0612, " Control of Heavy Ioads at Nuclear Power Plants" (Phase II).
Consistent with SER License Condition #7, the Enclosure (1) procedure for-the control of heavy loads will be fully inplemented before startup after the second refueling outage. However, consistent with our Reference (2) cmmitments, before the standby gas treatrent systan (SGTS) is connected to the refueling floor, we will handle any load over irradiated fuel in accordance with the appropriate Enclosure (1) procedures.

Enclosure (3) offers our u,.cris and clarifications to correct minor errors contained in the Phase II draft TER.
