.r CP&L Carolina Power & Light Company SERIAL: NLS-84-360 AUG 16'1984 Director lof Nuclear Reactor Regulation

. Attention: ~ Mr.. D. B. Vassallo, Chief

. Operating Reactors Branch No. 2 Division of Licensing United States Nuclear Regulatory Commission

. Washington, DC 20555 BkUNSWICK STEAM ELECTRIC PLANT, UNIT NO. 2 DOCKET NO. 50-324/ LICENSE NO._ DPR-62

-STARTUP.DATE-

Dear Mr..Vassallo:

The' purpose'of this letter is to inform you that the currently scheduled startup date for' Brunswick Unit No. 2 (Brunswick-2) is ' September 16, 1984.

This date has been revised from the originally scheduled startup date of

' September 25, 1984.

' Carolina Power'& Light Company (CP&L)' currently has five Technical

~

Specification (TS)' amendment requests pending at the NRC which are required to be issued prior to Brunswick-2 startup.. Our' amendment request regarding Hydraulic Snubbers (84TSB02, submitted May 7,1984) was prenoticed on July 24, 1984. The remaining four requests; Reload 5 (84TSB15, ' submitted June 26, 1984), Suppression Pool' Temperature Monitoring System (84TSB29, submitted June 29, 1984), Hafnium Control Rod Assemblies (84TSB23, submitted June 26,.

1984),~ and Drywell Sump -Instrumentation / Administrative Corrections (84TSB05,

' submitted May'10, 1984) have not yet been prenoticed.- Since these requests were notLprenoticed in the July 1984 Federal Register, the next opportunity.

l

-for prenoticing is approximately August 22, 1984.- Based on an August 22, 1984 publication date, the 30-day public comment period would then expire on September 21, 1984 allowing issuance of the amendments on or after

-September 22, 1984. This schedule creates the potential for delaying startup of Brunswick-2 due to non-issuance of the required Technical Specifications.

Carolina Power & Light Company therefore requests that the possibility of j;

early issuance of these amendments be considered if progress on critical path l

work continues to support a September 16, 1984 startup date. NRC action on

-our extension request pursuant to environmental qualification of ' safety-

~

related electrical equipment,_ submitted on April 25,'1984, is also required prior to Brunswick-2 startup. In addition, CP&L is currently preparing a j

submittal regarding IGSCC inspections performed on Brunswick-2 during the This submittal will include a j ustification for

. current refueling outage.

scontinued operation for an additional fuel cycle. We anticipate completion of I-this submittal by August 10, 1984.
